Seriously, while most professional software developers I don't think fall into a category like this (I'm salaried, but do get overtime) and generally make a reasonably good income. Think of the guy at McDonald's.
This is part of the same initiative that takes overtime pay away from certain others, including the guy at McDonald's. All they have to do is give him at title like "Assistant Night Manager" and they don't have to pay him overtime.
