If anyone is annoyed as of late by the behavior of the scroll bars (most particularly using MSDN Library), where trying to step down the page using the scroll bar leads to 1.5-2 pages being scrolled instead of the desired single page, try removing http://support.microsoft.com/default.aspx?scid=kb;en-us;824145. Fixed it for me in IE6.
