How can I save Folder Options ?

Hi James,
Tools -> Folder Options -> View doesn't have the changes I want to make.
Nowhere in the list of options is "show text labels". Nowhere does it give me the option to have my popup blocker added to my menu buttons. Nowhere can I turn off the links button. I have to reset all these things every time I re-boot.

Unless I'm missing something somewhere.
