In the situation you are, I'd dump the idea of using XML and go for something proprietary. The type of use you're depicting doesn't need XML flexibility, but something really simple like a legacy methodology.

I'd use a good old DBF for that. If you don't need US Army-level encryption, you can easily encrypt sensible fields using a simple home-made algorithm.
