What is going on with VFP8 "Save As" option?

I've just taken a vfp6 app into vfp8 and most things still seem to work as advertised, but the above is causing me major headaches.

The Save As option
1) doesn't become available until you've made a change - I can live with this if I have to, but it doesn't allow for those situations where the user wants to begin with one (read only) report and immediately save it as another before risking edits.
2) doesn't present a navigation window, so just behaves the same way as "Save".

Is this a bug, a "feature" or a problem with importing VFP6 apps which has a known fix?
