Is it the server or the network? The box you describe should handle a lot more than that.
What type of processes are the users running?
What are the some statistics on the server? Processor peaking? Paging?
How is the data accessed? Batch processing? Large queries? Any optimization on the tables? Indexes? Clustered/NonClustered?
