One thing that I've looked at in the past, was -
was there a function point for the 'thing' ??
if so - then that 'thing' was a programming language.
Function Points are assigned by the Software Performance (Research?) Institute, Capers Jones et.al. and guess what ?
there's a function point for FoxPro [been one since 1992]. So by that logic - FoxPro is a programming language.
But that case is in the past - and the application was admitted - so perhaps all is well...
