I've asked that myself several times. My best guess is: tools like the SN.exe, TlbImp.exe, and all of those other ones, do have several switches that we can use. I guess that Microsoft didn't have resources (budget, people, I don't know) to develop a UI inside VS.NET that should work as wrappers for those tools, therefore, that's why we still have to use the prompt.
but again, that's just my best guess about it. :)
