In my experience, each ARP entry, on a PC, has a lifetime (timeout) of about 2 minutes. After that (if no traffic comes from, or goes to, the corresponding machine), it is automatically deleted.
The Cisco routers with which I have experimented keep the ARP entries for much longer. If you happen to have access to a router, and know a little about the CLI, it might help you in the debugging process.
