If you are just running canned reports on the local client you MAY get away without additional licensing. It depends on what you are doing with the reports. If they are being scheduled or automatically emailed to 50+ recpients then you need to obtain additional licensing.
I'm still a bit confused about what you are doing, even after reading your response to Todd.
As for your server not open error, I don't have any experience with Oracle. Have you checked the Crystal Reports knowledgebase on the Business Objects web site?
