SQL - UPDATE and DELETE are not Rushmore-optimized if target table has table buffered changes

What do you mean by "buffered changes"? I'm asking because I think it means that in a multi-user environment (where the a table can have changes waiting in the buffer) UPDATE is not rushmore-optimized?
