Well, since the people of Texas want smaller government, but won't give up ANY of the services, our bureau ended up using most of our training money to upgrade our positions so we can at least pay for year 2000 technology with 1996 money (up from 1994). That left a training budget of $6000.00 (i think) and since over $2000.00 is being used to send a DBA to Sybase training, I highly doubt that I can manage to justify sending me to a VFP con. Besides, "we're a VP shop".
