Don't know. What I do know is that any application can display any icon on the computer with a couple of API calls. For example, my "About..." dialog extracts and displays (doesn't write it to a file) the application embedded icon.

Also consider looking at the ShellAbout() dialog in Shell32.dll. You don't have much control over the title bar. (You can see it from Notepad, etc.)
