There's a problem with UT magazine. See Re: Great issue for February 2004 Thread #873874. However for me it affects only access to UT magazine itself. To get to cookies, go to Tools menu -> Internet Options -> Settings -> View Files.
I seems to remember having similar problem when I was trying to avoid logging to UT and geting into UT w/o entering user name and password. Did you try to re-login to UT using user name and password?
