How do I get the Security Setup Form to come up on a branch of a submenu item?

I have created a menu option that has 2 tiers of sub menus. I have assigned a guid to the first tier in order to secure all sub menu options. When I run the application with a checked "Setup Security ...", the menu option appears in red but will not bring up the Security Setup Form once the menu option is selected.
