Did you ever find a solution to your problem with XP encryption? I have the same problem but found that XP does in fact encrypt and decrypt just fine. The problem is that it encrypts and decrypts differently. My temporary workaround is to include both win 2000 and win XP records in the validation file. This is a pain but at least it gives some temporary relief.
