Borland wanted money for each upgrade (a lot of money). The current version is 3 and has been out for about a year. However, there is a rumor that Borland may drop the product - I have not confirmed this rumor.
My understanding is that Kylix has not had the success Borland expected. Those with a willingness to develop cross-platform solutions should look at wxwindows.
Borland is now sitting on the board of this open source framework that also offers an interpreter-based dev. solution, wxpython - check my other post.
