It was simply a matter of logistics! It took that much time to put in place our forces, munitions, vehicles, ships, communications, and supplies. You do not attack overnight on the scale we did to Iraq.

While it's true that we needed to build up troops before we could attack, I don't think we needed or used nearly as many troops as in 1990-1991. Also, it's very hard to conceive of a way that Bush could have justified the war had Saddam fully complied with U.N Resolution 1441. I think this is the part of the debate that people are either over-looking or brushing aside. Had Saddam complied, there would not have been an attack.
