That is correct - for crystal 9 you need to buy each of your users the "Report Designer Component" which is a few hundred dollars in Australia. But for Crystal 10 each customer needs to purchase the full Crystal (not sure which edition though)

If you are using SQL Server you might want to look at the Reporting Services that has just been released?
