For educational purposes, we (Cisco Academy) use BlueJ:
www.bluej.org. I haven't seen visual designers, though - you still have to write code. It is more a tool for visually organizing your classes, compiling through the interface; also, if you have a compilation error, the editor will highlight the faulty line.
