IBM eclipse is free and you can install a visual form designer. At moment if you want the visual form designer you have to install eclipse 2.1 (which is the older version). Check google to find many that are free and commerical. I could not understand the form designer for eclipse. So I'm using JBuilder for the visual stuff and then hand coding the rest in eclipse.
