It varies by state. Because we have a federal system where the states grant rights to the federal (national) government, each state sets its own rules for elections.

In some states, primaries are limited only to those registered in a particularly party. In other states, any registered voter can vote in a primary (though, AFAIK, you can only vote in one primary in a given year).

I'm pretty sure all the states require advance registration for voting.
