Richard,

>...What development software is recommended in addition to VFP? Any good reading on the subject? Thanks.

Tons of good stuff over at www.west-wind.com including lots of good white papers. Especially pay attention to the one on VFP Desktop apps that communicate over the web for their data. It might be that a web-enabled Desktop app is what you need if you don't have to put the user interface in a web browser.

If you do need a browser-based app, either Web Connection (which can run Fox code) or ASP.NET (which can talk to Fox tables) may do the job for you. However, any direction you go with this will require re-thinking how your application works and making it fit a "disconnected" and distributed model. If you decide to use Web Connection, be sure to get Randy Pearson's WebRAD book at www.hentzenwerke.com and also Rick Strahl's Web book is excellent in teaching the basic concepts of web-enabled VFP apps (although it says VFP6 get it anyway, because it's an essential for your bookshelf).
