Don't do it. It will bite you the moment you send out the first blast and with new legislation regarding spam in many states, you could be opening yourself up to litigation.

What does your ISP website host support? ASP pages and Access data? ASP.NET?
Also, another idea is to use an autoresponder to handle the sending. You can set up on most of them a series of emails to send in response to someone requesting a subscription to your newsletter or requesting more info, etc. A few to look at (I'm not recommending any of them, just found them in a quick search on a marketing site):
