I am not sure, but in the second command you combine Long file names with short:
pdm_var.oProcess.Run("C:\ccdraft\bin\ccplot.exe -rk C:\docume~1\sde\locals~1\temp\pdm docs\tempjan.bat", 2,.T.)
try to change \temp\pdm docs\ to \temp\pdm~1\ (or something like that).
