I've also seen this. The "Build" creates two .mpr's, one in the progs subdirectory and one in the app's directory. When you edit and regenerate only the .mpr in the menus subdirectory is changed. When you run the app it finds the wrong (unchanged) .mpr in it's directory. The fix is to delete the extra .mpr in the app's directory.
By chance is your menu's name mainmenu?
