I think the 'full package' of InstallShield comes with a VFP option but not the express version. I bought InstallShield Express for use with Visual Basic because in my opinion the MS setup utility is utter garbage and VB installation can be very messy. In the case of VFP however, so far I've been able to use MS's crap because the setup is simpler than VB and I'm only installing VFP stuff at one client site.

I believe the setup disk generated by the VFP contains a complete list of referenced files you could use to manually build the InstallShield setup.
