Hi jim,
To some exent, of course you're right. However, In many occasions a I find the presence of large chunks of comment quite disturbing. When just extending or tweaking code I don't need the comments because at that point I know what is going on in that procedure.
Also not that there are developers who insert large amounts of comments in at the top of the code including functionality description, parameter descriptions, revise history etc. Most of the time I'm not interested in seeing that. Only if there is a question about info that can be found there I want to view it, else leave it out.
