If you read the SQL Server page it states that you have to license based on the 'ultimate number of end users.'

So, if you have an application that runs on terminal server that supports 10 connections at the most, but you have 500 ulitmate users... you need a license that allows 500 users... (a CPU license is the best bet here.)

You don't say the number of ultimate end users above, this is the info someone would need to answer your question.
