Heck, I still have apps written in Foxbase+ (converted to FoxPro 2.5 DOS) that are still functioning and running in Windows XP. The app is used by a $ 50 million dollar company who couldn't be happier with the fact that the app is sold, reliable, and extensible. We are in the process of converting it to VFP; which will take 2-3 years. I can't think of any other development tool that would allow you to convert an app from DOS to Windows and be able to share the data files. FoxPro and VFP allows you to do this, although it may not be the most effective way to convert small apps. But it allows us to convert using existing data files (since VFP will use data and indexes compatible with FoxPro DOS) and then once the app is fully converted to VFP, we can do a 2nd conversion to optimize for VFP.
