OK. Are you sure then that you are running the config.fpw file you think you are running?
C:\myapp\myexe.exe -cconfig.fpw
It could be that you are unknowingly running another copy. Is it compiled into your EXE?
Try just running the EXE without the 'config.fpw' parameter and show a debug window at the start of the program to see which config are you actually running.

Something like:
wait window Sys(2019)
