This sounds similar to Hilmar's sugestion of an interface similar to what Outlook Express uses for it's email rules.

I like the ToolTip touch... I frequently forget about that.

I'm still not sure which way will be best, but right now I'm leaning towards using a grid with checkboxes for the email addresses to include as CC's.
I use grids else where and have already trained the user to go down from the last item to add a new item. I'll still need the tooltip idea tho because of space limitations.
