There is no 'reason', this is standard Windows behavior. But many other programs don't follow the 'standard'...! :-)

By the way, this is a typical example of how you should subclass the VFP standard textbox (and other base classes). You add Sergey's code and save the textbox as your new 'personal' textbox class.
