If your developers use more tools that VFP, such as SQL Server, Office, Source Safe, Visual Studio.Net, Visio, any of the Back Office Servers such as BizTalk, Small Biz Server, etc the MSDN license is the least expensive way to license them.
However, if the ONLY tool they use is VFP, then I wouldn't get the MSDN subs. I am sure VFP 9.0 will be available, stand alone, full version for about $500 each. If your developers are totaly moving off 8.0 you can but the VFP 9.0 Upgrade probably for about $200-$300 each.
Also, 9.0 is not out yet, so if you do decide to get MSDN mainly for the 9.0 licenses, I would wait until 9.0 is RTM, then order them. It will probably be 3rd-4th quarter of this calendar year, based on the messages on the MS web site about it.
