That's indifference. They really don't care how plausible their excuse will sound to the general public.
When I heard it first, my first thought was "and I assume the Canadians are all dead by now - they're using these medications all the time".
I've heard such excuses by the dozen from Milosevic regime, but he was able to get away with them because he was controlling 98% of the media.
