It is in the Microsoft.Web.Services namespace.

Basically, to avoid the imports, I can do this:

      If (Microsoft.Web.Services.HttpSoapContext.ResponseContext Is Nothing) Then
         Return "HttpSoapContext problem"
      End If

And, that would give the same result.

There might be something wrong on the server side. I'll let you know once I find it.
