They continue create them with VB6.0, VC++6.0 or Delphi.
Of cource they require some dll to be installed on your PC if this liblaries missing, when you made Windows installation. For MS products I am sure that you do not need additional DLLs becouse they come with Win install.
In .Net is not possible to create OCX. It give you posibillity to create COMs.
We have created Dlls which could be called from IE(like cheque/form designer) for our ASP.Net applications.
