Hi Dmitry,
My guess is, that you've to use absolute sizes so that the width stay the same regardless of IE window size or resolution.

I noticed that some (very few) emails have horizontal scroll bar as well (I get an email newsletter that that always has the horizontal scroll bar). I was wondering, how do they (the people who created this email newsletter) do it?

But no matter how wide the report, it always shows in my Outlook Inbox with only vertical scroll bar. And the report looks compressed because of that. Obviously I would like the recipient of the email report to be able to scroll both up/down and left/right if the report is too big.
