a gearhead aproach might be to rework your phone connection so that your headset lives between the computer connection and the wall.

or
if all is rj-11 - look at stuff for programming OH HOOK vs OFF HOOK.
or
use some ms tapi libraries that will do things for human based telecom flow.
or
try exeletel's communications libraries ..
