I saw a Nova show on PBS some time back that essentially said it started in the Bush I days as "peace dividend" result. It was further aggravated - by the CIA themselves apparently - by putting far too much reliance on technology.
I thinks it's clear (again) that 'people on the ground' is the only viable way to get the REAL facts.
