You don't need records in this table to generate a ControlID...records get added to this table when you specify a security setting for a specific user.
If you take your original error message at face value:
"Parameter[0] '@USERFK' has no default value."
Have you set a breakpoint to determine what the value of the userPK is? Is it null? I recommend stepping through the code to determine what's going on.
