Note that 192.168... is usually an internal IP address that gets translated at the router/firewall to an external IP address that is very different. So external users may not "see" your internal IP address.
As for security/restrictions, also remember that you have to check user authentication method. In IIS for example, the default user, if no authentication is done, is IUSR... which needs the proper access to your website virtual folders (read, write, maybe execute).
