Interesting discussion. I like the concept of temporary tax cuts, based upon the deficit, and/or debt-reduction. Use tax cuts as a reward for fiscal discipline, and take them away when spending becomes a problem again. Then reinstate them when the folks in DC are good boys and girls again.
