I agree about Congress & pork. That's part of the "temporary" idea, in fact. The taxpayers should catch on quickly (when a real pocketbook issue comes up, I think they will), and vote primarily for those (Congress and Pres) who will get them back their tax cuts, alongside the fiscal discipline. Like your last sentence says.

Not claiming it will work with certainty, but I like the concept, and think it's worth a try. How else do we get the fiscal discipline we should have? Tax cuts are the best incentive I can think of. I'm open to other ideas.
