When you create a message, you see it goes to all. If you type your message there and enter the last 4 letters of the last name in the appropriate box and save it, it won't work because that message was sent to all.

You need to enter the 4 letters of the last name, hit Proceed, select the user and there, you'll see that your message will be directed to that person.
