In a way, it doesn't. One of the fundamental principles of the Theory of Relativity is, precisely, the principle of relativity: that the basic laws of Universe are the same, for all observers! That is, at any speed! In fact, there is no way you can determine at what speed you are moving; the concept of "absolute speed" just doesn't make sense!

If time goes slower in a fast-moving hypothetical rocket ship, this is only for an observer who stays on Earth. In fact, the observer on the rocket ship would come to the conclusion, based on measurements, that it is on Earth that time is advancing slower. So, it all depends on the point of view.

Note: The above explanations assume there is no acceleration involved. For a round trip, the rocket ship has to accelerate; this makes matters a little more complicated.
