Any word on a fix for this error (design flaw)?

I have a need to display multiple (coud be 50-60) questions for a user to answer - and I coded it on a scrollable form - adding a container for each question. When there are too many, it will not allow them to see all the questions (height of container is 40 - so if there are more than about 35, and resolution is 1024x768, you can't get to the last few).

For now I am going to page the form and only add a certain number of items - similar to a web page. I could use a grid - but I want the form!
