Thanks Anton - We took your advice and were able to find a link on Microsoft's site that provided an install download for these updates. We had one user test it and it worked. We are now going to forward the link to the other users that have the problem. Thanks for sharing your knowledge.

Ensure that you are using last HTML Help libraries in your installation and also ensure that installer will not overwrite newer versions.
