How complex are your containers? Can you rendered the questions into HTML and display them in WebBrowser instance on your form?
We have a similar Q&A environment here and basically split up the display a bit differently. On the left half of the form we have a listbox that holds a short form of the question text, and on the right half the full question text and appropriate answer controls are swapped in to the space under the question.

When there are too many, it will not allow them to see all the questions (height of container is 40 - so if there are more than about 35, and resolution is 1024x768, you can't get to the last few).
