That's what it's supposed to do. But it's not working. For a test, I removed all conditional expressions from the PrintWhen for all objects, in header/footer. And Still it does not work. Could be a problem with the file itself? I don't think so, 'cause I tried to build 4 different reports and none of them are printing the header footer. Maybe is a setting?
